30-Day Notice for Comments USDA - FOREST SERVICE Idaho Panhandle National Forests Priest Lake Ranger District Bonner County, Idaho Priest River Experimental Forest Continuing Research Project The Priest River Experimental Forest (PREF), located within the Idaho Panhandle National Forests and Priest River Ranger District, is proposing to conduct continuing research on 100 acres located adjacent to the PREF administrative site. The purpose of this project is to continue two research silvicultural studies that were initiated in 1997 and initiate one new study. The objectives of the studies are: to continue implementation and evaluation of an uneven-aged silviculture technique called irregular "free" selection; to conduct a weeding and cleaning to maintain the integrity of a long-term soil productivity site and; implement a study of irregular thinning in young western white pine sites. Forests grow and develop, therefore, to fully understand the effects of silvicultural activities timely re-entry into these study areas is required to continue tending and improving the development of the forest. The relevance, scope and purpose of this research is for providing scientifically rigorous information to be used in making forest management decisions within moist forests of the Inland West. The treatments will include: 1) Improvement harvests within the previously established irregular "free" selection study area on 65 acres. The harvest is designed to promote uneven-aged management by removing incidental overstory trees around pockets of advanced regeneration in order to further release the young trees for improved growth and to help establish a third age-class; 2) Initiation of a irregular thinning study by mechanically thinning and removing small sawlogs, pulplogs and biomass from a immature stand (i.e. 6 to 8 inch tree diameter) of white pine on 5 acres and; 3) Mechanically thin and remove biomass from approximately 5 acres of poletimber-size (i.e. 4 to 6 inch tree diameter) trees that were established "buffer strips" within a 25-acre Long-Term Soil Productivity (LTS) study area. The treatments will focus on maintaining fully-stocked timber stands consisting of the most desirable tree species of larch, Douglas-fir, white pine, ponderosa pine, spruce and cedar of various ages and size classes having the least level of disease and exhibiting the healthiest tree qualities. Light-weight small-scale harvesting equipment will be utilized in order to provide for and conduct research on very-low impact harvesting equipment and biomass utilization techniques. The small-scale harvesting equipment required to accomplish the treatments weigh approximately half as much as logging equipment typically being used on the IPNF and elsewhere for large sawlog harvests. For example, small-scale harvesters measuring less than 8 feet wide and weighing less than 30,000 pounds will be required, whereas a typical feller-buncher weighs about 60,000 pounds and is over 10 feet wide. More importantly, the principal investigators (Jain and Graham) want to evaluate the applicability of using small-scale harvesters to minimize impacts to established young trees. Slash concentrations created during the treatment and not needed to remain on site for soil productivity purposes will be utilized for biomass energy or other value-added products. The project will not involve any new permanent road construction. Access would be from Benton Creek Road #597A and East Side Road. Existing skid trails and landings would be used where available to further minimize soil disturbance and compaction. The project is expected to start in 2011 and should be completed within one year after starting. The project area is located in Sections 26 and 27, T58N, R4W B.M. on the Priest River Experimental Forest of the Idaho Panhandle National Forests, Bonner County, Idaho. A preliminary assessment indicates this proposal falls within two categories of actions listed in the Forest Service NEPA Handbook (FSH) that are excluded from documentation in an Environmental Assessment (EA) or Environmental Impact Statement (EIS) and that no extraordinary circumstances exist that would preclude use of either category. The two categories are: Category 12 activities include - Harvest of live trees not to exceed 70 acres, requiring no more than _ mile of temporary road construction.
