NOTICE OF 30-DAY PUBLIC COMMENT PERIOD AND HEARING REGARDING PROPOSAL ON INTERSTATE TRANSPORT PROPOSED ACTION: The Department of Environmental Quality (DEQ) is proposing to submit a Regional Haze State Implementation Plan (SIP) to the Environmental Protection Agency (EPA) addressing Idaho's visibility impacts on Class I Wilderness and National Monuments within Idaho and other Class I areas impacted by Idaho in order to meet the requirements under 40 CFR 51.308 and Subpart P - Protection of Visibility requirements. The intent of the Regional Haze SIP is to reduce the impacts of man-made visibility impairing pollutants on Class areas. The first implementation plan will cover the time period from 2008 through 2018. The plan will set "Reasonable Progress Goals" and develop "Long Term Strategies" to attain the progress goals. As part of the Regional Haze Plan, the federal Regional Haze rules require the state to review the impacts of facilities built between 1962 and 1977 that emit 250 tons per year of light-impairing pollutants. If these facilities are shown to cause or contribute to visibility impairment in Class I areas, they are required to install Best Available Retrofit Technology. AVAILABILITY OF MATERIALS And Public Hearing: The Regional Haze SIP materials are available for public review on the DEQ's Web Site at http://www.deq.idaho.gov.
