30-Day Notice for Comment USDA - FOREST SERVICE Idaho Panhandle National Forests Bonners Ferry Ranger District Boundary County, Idaho Clark Creek Blowdown Project The Bonners Ferry Ranger District is proposing to salvage trees that were uprooted during a wind storm in 2005. Most of these trees have been dead for five years and are no longer commercially valuable as saw log material; however, they would be used for this project to provide woody debris material for the Kootenai River Restoration Project managed by the Kootenai Tribe of Idaho. The Kootenai River Restoration Project would use the woody debris material to provide structure to improve fisheries habitat and stabilize the river banks that are eroding into the Kootenai River near the City of Bonners Ferry. The Clark Creek Blowdown project area encompasses approximately 20 acres located in Section 34, T63N, R1W, B.M. on the Bonners Ferry Ranger District of the Idaho Panhandle National Forests (IPNF), Boundary County, Idaho. The blow down material is located on and adjacent to Forest Service Road (FSR) 2411A. Currently this road is closed to motorized use by the general public with a gate. The project area is in Idaho Panhandle National Forests Plan Management Area 7, which directs management to provide for timber resources in caribou habitat. The proposed action is to salvage the blown down trees, thereby reducing the high fuel loading on the site, and to make that material available for the Kootenai River Restoration Project. Conventional ground based equipment such as excavators and skidders would remove the blow down material. Upon completion of removing the blow down, the equipment would scarify (rip up) the skid trails to decompact them and restore soil quality. The majority of the area with heavy concentrations of blow down would be replanted with desired species such as larch and white pine. The project would not involve any new permanent road construction. Existing skid trails and landings would be used where available to further minimize soil disturbance and compaction. As analyzed in the Myrtle Cascade EIS (FS 2001), the end of FSR 2411A, which provides access to the blow down area, is scheduled to be decommissioned next year (2011). In the interest of efficiency and limiting disturbance, the proposal is to remove the blow down trees prior to decommissioning the road. Removal of the blow down is expected to occur in the summer of 2011. Material removal, replanting and road decommissioning would be completed within 2 to 3 months. A preliminary assessment indicates that this proposal falls within a Categorical Exclusion (CE) (Category 13) of actions listed in the Forest Service NEPA Handbook (FSH), that is excluded from documentation in an Environmental Assessment (EA) or Environmental Impact Statement (EIS) and that no extraordinary circumstances exist that would preclude use of this category (see Code of Federal Regulations at 36 CFR 220.6(e)(13)). The blow down trees would be used by the Kootenai Tribe of Idaho to improve habitat for Kootenai River white sturgeon and other native fish species of cultural importance to the Tribe. Therefore, the following Directive applies to this project: FSH 2409.18, Chapter 80 - Uses of timber other than commercial timber sales, SPECIAL FOREST PRODUCTS - FOREST BOTANICAL PRODUCTS.
