RECORDS: What is there to hide?

Enormous efforts attempt to keep public records secret. Strangely nobody seems to be asking, why is it even possible to suppress or cover up public documents? Indeed doesn't public mean open, not private? So what is the ugly thing that has to be hidden from the people? And why?
