County's comp plan has key hearing today

Years of confusion and redrafting could finally pay off tonight.

The Kootenai County commissioners will hold a public hearing this evening on two measures that could help the county accommodate new growth.

The first is a proposed amendment to the Comprehensive Plan that would incorporate capital improvement projects for local taxing districts, like fire districts and highway districts.

The projects, which include road improvements and fire station expansions, would be at least partially funded by impact fees.

Confusion over how much can be covered by impact fees has delayed this measure, but details have been retooled over the past year.

The commissioners will also consider a proposed impact fee ordinance, which would be the first in the county's history.

But there's still more.

Even if the commissioners approve the measures, individual cities in the county still have to agree on whether they will collect impact fees on the taxing districts' behalf.

Some city officials have expressed doubts on the matter.

The hearing will take place at 6 p.m. in Room 1 of the Kootenai County Administration Building.
