NOTICE OF INTENT TO SUBMIT STATE PLAN AMENDMENT AND SOLICITATION OF PUBLIC INPUT Pursuant to 42 C.F.R. § 447.205, the Idaho Department of Health and Welfare Division of Medicaid (Department) provides public notice of its intent to submit a State Plan Amendment (SPA) to the Centers for Medicare and Medicaid Services (CMS) to update the payment methodology for the Upper Payment Limit (UPL) supplemental payments for private nursing home facilities. PROPOSED CHANGES FOR NURSING FACILITY QUALITY PAYMENT PROGRAM UPPER PAYMENT LIMIT The State Plan Amendment (SPA) will update the methodology in which nursing facilities receive supplemental payments through the Upper Payment Limit (UPL) supplemental payment program. The change will allow supplemental payments to be associated with the quality of care provided by each provider using nationally recognized quality measures. Supplemental payments to each facility will be based on their quality scores. Supplemental payments made to private nursing facilities are governed by Idaho Code 56-1511. The supplemental payments are intended to be used to improve access to health care. The Department intends to submit this State Plan Amendment to CMS on or before April 1, 2020, with a requested effective date of July 1, 2020.
