TAXES: Double indignity

Did I miss a proposition on the last ballot? In California we had a famous Prop 13 allowing the people to vote to make property tax value the sales price of a home. The first house I bought and sold here was not affected. However, after buying another home here last spring my property tax doubled.

Being on a fixed income with a tight budget, it would have been nice to know the taxing formula to allow me to make an informed decision. The application of property tax seems to be rather hit or miss. Most people I have talked to have not heard of this and I have found only one other person to have had this happen to them.
