Post Falls woman sentenced for concealing assets

COEUR d’ALENE — Rebecca C. Buell, 48, of Post Falls, Idaho, was sentenced today by Senior U.S. District Judge Edward J. Lodge in Coeur d’Alene for concealing assets in a bankruptcy proceeding. She was sentenced to three years probation, including 150 hours community service, and ordered to pay $38,960.53 in restitution. Buell pleaded guilty to the felony charge on January 31, 2017.

As we complete a weekend of exercise extremes, many people take a look at their own level of exercise. You don’t have to be an Ironman or Hoopfest participant to be physically fit. CDA: Over-charging county?

I could not be more disappointed with the Coeur d’Alene city staff. Charging the county $264,000 for permit fees is excessive at best. Article seven paragraph 10 of the Idaho Constitution clearly states that one taxing district cannot profit from another taxing district.

Our weather here across the Inland Northwest has literally been the envy of those living in California, the Desert Southwest and the Southeast last week. While temperatures in Coeur d’Alene and surrounding regions have been in the pleasant 70s and 80s, record-smashing heat has been reported in places like Sacramento, Palm Springs, Las Vegas and Phoenix, just to name a few areas. In the Southeast, tropical moisture drenched that part of the country.

Today marks “The Longest Day,” which is all about love. Love for all those affected by Alzheimer's disease. Grove, the Cardinal men’s and women’s golf coach, romped to a six-shot victory at the Oregon Open Invitational last week at the Juniper Golf Course in Redmond, Ore. Grove shot a 13-under-par 203 (67-65-71) in the 54-hole tourney, and won by six shots. “I haven’t been playing very well this spring,” said Grove, who previously played at Coeur d’Alene High and the University of Idaho. “It was nice to actually prepare for this one. I was hitting it well, and making some putts. If you’re not playing and practicing, it’s hard to expect anything. I was able to get in a good week of practice.” It was Grove’s first victory since the 2013 Lilac City Invitational just outside Spokane.

The recent letter about Splash of Blue asking for experiences with our beautiful water resources in Coeur d’Alene inspired me to write too. I moved to Coeur d’Alene about a year and a half ago. The lake and the Spokane River are wonderful waterways that my dog and I enjoy every day. We can’t live on the water, but we moved downtown so we could walk to the lake or river. We especially love the places where we can see the water and my dog can jump in to cool off or get a drink when the days get hot. The community is enhanced by our Splash of Blue that all should be able to enjoy.

I love getting my Splash of Blue every time I drive home along the beautiful Spokane River, which I can see from the roadway in Mill River. On Saturday mornings I ride my bike along the river, on my way to the farmers’ market. It is so peaceful and gets my day off to a fabulous start. In winter, I walk along the same river through the quiet snow and see the fog lifting off the water — time for deep, calm breathing and reflection. In summer, it’s fun watching all the families along City Park beach — all of us getting our Splash of Blue.

I remember in June 2011, my then 5-year-old son was just about to start his second year of running Iron Kid in the Coeur d’Alene City Park when he was introduced to a handful of pro athletes here to participate in Ironman. He was in awe and quietly told me he wants to be an Ironman when he is old enough. That year, both Ben Hoffman and Heather Wurtele set new course records with Ben coming in at 8 hours, 17 minutes and 13 seconds; and Heather coming in at 9 hours, 16 minutes and 2 seconds.

“Work Hard, Be Nice” words I will continue to live by as I wrap up my 7th year with the Coeur d’Alene School District. This is a motto that Matthew Handelman has shared with the school district staff for several years at the start of the school year. I have enjoyed Matt’s leadership throughout my time in this district. He lives by this motto and was always available to his staff. I have worked for five school districts in three states during my 20+ year career as a special education teacher. Matt Handelman has been the only superintendent to come into my classroom, get to know my students and take a personal interest in the lives of his staff and students. I have strong admiration for him as a true servant leader who always worked hard and was nice to work with. I wish Matt only the best as he begins his new position in Washington. David Adler has written an excellent article in the Coeur d’Alene Press that we all should read. I have heard him speak at the Coeur d’Alene library twice in the past year and three months. He is a constitutional scholar and spoke on this topic both times. He makes every effort to address certain issues as written and defined by the courts over the years. He is open to all questions whether on his topic or to address questions by individuals in attendance. Even if the questioner disagrees with what he has said and chooses to attack him personally, Mr. Adler acknowledges the person and explains what the courts have ruled or the understood intent of the Constitution.

PUBLIC NOTICE FEMA 4313-DR-ID The Federal Emergency Management Agency (FEMA) hereby gives notice to the public of its intent to reimburse eligible applicants for eligible costs to repair and/or replace facilities damaged by Severe Storms, Flooding, Landslides, and Mudslides occurring on March 6-28, 2017. This notice applies to the Public Assistance (PA) and Hazard Mitigation Grant (HMGP) programs implemented under the authority of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. §§ 5121-5206. Under a major disaster declarations (FEMA-4313-DR-ID) signed by the President on May 18, 2017 the following counties have been designated adversely affected by the disaster and eligible for PA: Bonner, Boundary, Clearwater, Idaho, Kootenai, Latah, Shoshone, and Valley counties. Additional damages and/or counties and tribes may be designated at a later date. All counties and tribes in the State of Idaho are eligible for HMGP. This public notice concerns activities that may affect historic properties, activities that are located in or affect wetland areas or the 100-year floodplain, and critical actions within the 500-year floodplain. Such activities may adversely affect the historic property, floodplain or wetland, or may result in vulnerability to flood damage. Presidential Executive Orders 11988 and 11990 require that all federal actions in or affecting the floodplain or wetlands be reviewed for opportunities to relocate, and evaluated for social, economic, historical, environmental, legal and safety considerations. Where there is no opportunity to relocate, FEMA is required to undertake a detailed review to determine what measures can be taken to minimize future damages. The public is invited to participate in the process of identifying alternatives and analyzing their impacts. FEMA has determined that for certain types of facilities there are normally no alternatives to restoration in the floodplain/wetland. These are facilities that meet all of the following criteria: 1) FEMA's estimate of the cost of repairs is less than 50% of the cost to replace the entire facility, and is less than $100,000; 2) the facility is not located in a floodway; 3) the facility has not sustained major structural damage in a previous Presidentially declared flooding disaster or emergency; and 4) the facility is not critical (e.g., the facility is not a hospital, generating plant, emergency operations center, or a facility that contains dangerous materials). FEMA intends to provide assistance for the restoration of these facilities to their pre-disaster condition, except that certain measures to mitigate the effects of future flooding or other hazards may be included in the work. For example, a bridge or culvert restoration may include a larger waterway opening to decrease the risk of future washouts. For routine activities, this will be the only public notice provided. Other activities and those involving facilities that do not meet the four criteria are required to undergo more detailed review, including study of alternate locations. Subsequent public notices regarding such projects will be published if necessary, as more specific information becomes available. In many cases, an applicant may have started facility restoration before federal involvement. Even if the facility must undergo detailed review and analysis of alternate locations, FEMA will fund eligible restoration at the original location if the facility is functionally dependent on its floodplain location (e.g., bridges and flood control facilities), or the project facilitates an open space use, or the facility is an integral part of a larger network that is impractical or uneconomical to relocate, such as a road or utility. In such cases, FEMA must also examine the possible effects of not restoring the facility, minimize floodplain/wetland impacts, and determine both that an overriding public need for the facility clearly outweighs the Executive Order requirements to avoid the floodplain/wetland, and that the site is the only practicable alternative. State of Idaho and local officials will confirm to FEMA that proposed actions comply with all applicable State and local floodplain management and wetland protection requirements. FEMA also intends to provide HMGP funding to the State of Idaho to mitigate future disaster damages. These projects may include construction of new facilities, modification of existing, undamaged facilities, relocation of facilities out of floodplains, demolition of structures, or other types of projects to mitigate future disaster damages. In the course of developing project proposals, subsequent public notices will be published if necessary, as more specific information becomes available. The National Historic Preservation Act requires federal agencies to take into account the effects of their undertakings on historic properties. Those actions or activities affecting buildings, structures, districts or objects 50 years or older or that affect archeological sites or undisturbed ground will require further review to determine if the property is eligible for listing in the National Register of Historic Places (NRHP). If the property is determined to be eligible for the NRHP, and FEMA's undertaking will adversely affect it, FEMA will provide additional public notices. For historic properties not adversely affected by FEMA's undertaking, this will be the only public notice. As noted, this may be the only public notice regarding the above-described actions under the PA and HMGP programs. Interested persons may obtain information about these actions or a specific project by writing to: FEMA Joint Field Office, 4040 W. D-DAY: Invasion date ignored

June 6, 2017. Another anniversary of D-Day. In fact the 73rd year since the famous invasion on Normandy. This invasion helped turn the war and freedom for the world and is one of the most famous battles in World War II history. Countless American lives were lost on that beach. I think the Coeur d’Alene Press needs to go to Normandy and visit the American Graves, that the French take care of. I don’t understand what the Coeur d’Alene Press has against June 6, 1944, D-Day. Again they have not recognized this day in history. Each year I have hoped they would have an article in the paper about D-Day and should be on the front page, but if not at least in the paper somewhere. The Coeur d’Alene Press does a good job with Veterans Day and Memorial Day but they seem to have something against D-Day. I will give great credit to Peanuts and Snoopy. Every year they recognize D-Day. Thank you Charles Schulz.
