GAS: Oil prices don't compute

I have been tracking the price of oil and regular gas prices at the pump in Coeur d’ Alene for a few years and just can’t figure it out. On Feb. 10, 2015, a barrel of oil was priced at $52.82 and the price of regular gas was $1.62 per gallon.
Last Friday, a barrel of oil was listed at $36 and the price of gas was $1.99 per gallon. It seems like when the price of oil goes up, almost instantly the price of gas goes up but not the other way. When will the price of gas properly reflect the price of oil equally up and down in the same time frame? What other excuses do they have to raise the price of gas?
Oh I know! It must be the winter blend — or is it the summer blend?
